Agency Construction Management, or Construction Management-for-Fee, encompasses a range of services provided by ICM on behalf of an Owner. Agency Construction Management consists of a distinct set of services that are applicable to any project delivery method. These services can be used by the Owner as necessary to extend or supplement the Owner's own expertise, its own staff, and to manage the construction process to help address some of the shortfalls of the project delivery method chosen.
In ''Agency Construction Management'', ICM assumes the position of the professional advisor or extension of staff to the Owner. The Owner, empowered as his/her own General Contactor holds the contracts, and certain cost and performance risk is placed on the Subcontractors. In these cases, ICM is in a position to offer advice unencumbered by any interests other than those of the Owner and the project. Term agency infers, as is intended, a delegation of function to ICM by the Owner. As a consequence, ICM is placed in a legal agent relationship with the Owner. The necessity for openness and candor between ICM and the Owner is paramount.
ICM working as an agent to the Owner primariliy provides the benefit of independent, professional services provided on the Owner's behalf throughout the project - in either its design or construction - and maintains a responsibility to act on the Owner's behalf and provide impartial advice concerning the construction project.
